Tottenham Hotspur have refused Blackburn Rovers permission to speak to former Coventry City captain Tim Sherwood about replacing former City coach Steve Kean as the new Rovers boss.
Blackburn again requested permission to speak to Sherwood but for a second time this was rejected by Daniel Levy.
Former City manager Eric Black who has been in caretaker charge is expected to take the team for this weekend's game at Derby County.
