Souness, who was named by the Lord Stephens Report for "inconsistencies of evidence" involving four transfers during his time as Newcastle United manager, visited the Arena last week according to the paper and "is on the verge of a deal with Geoffrey Robinson".
The paper also claims that talks with Manhatten Sports have stalled.
City have announced an EGM at the Arena on Friday July 6th.
