With the Scottish transfer window closing at midnight tonight, Keane has been allowed by Spurs to go to Glasgow for talks with the Scottish club.
Keane joined City from Wolves and was a big hit with City supporters scoring 12 times in 31 appearances before he was sold to Inter Milan on the orders of Geoffrey Robinson.
He has also played for Leeds and was in his second spell at Tottenham after a spell at Liverpool.
