According to cycling blog inrng.com, riders have been prohibited from using pavements, footpaths or cycle paths to try and gain an advantage.

In some races especially in Europe, riders often take to the pavement or cut across roundabouts, etc to try and move up the peloton on tight roads.

However, a change to the rules made by UCI and effective from January 1st 2014, will now outlaw this practice which has led to a number of spectacular accidents over the years.

The new rule states: 1.2.064 bis "It is strictly prohibited to use sidewalks/pavements, paths or cycle paths alongside the roadway that do not form part of the course. Non-respect of this requirement is sanctioned in accordance with Article 12.1.040.14 bis, without prejudice to any other sanctions that may apply." with article 12.1.040.14 bis stating the rider is liable for a cash fine and crucially “elimination”, ie disqualification.
