The centre half is not in Iain Dowe's plans despite some excellent performances and is expected to sign for the League One club in the next couple of days after City have paid up his contract.
Iain Dowie told the club website: "Robert has been a tremendous professional while with Coventry City and a fantastic character around the club.
"We both felt that it was the right time in his career for Pagey to move and I really wish him all the best because he is a top bloke."
