FA Should Look At Referees Performance

With regards to the fine and ban of Coventry City manager Tony Mowbray,

Will the Football Association be investigating the actions referee Paul Tierney which led to him Tony Mowbray have to question his decisions?

In the interest of furthering the game, should not the FA and Football League who appointed him, be looking at his actions during the match and working with Mr Tierney to ensure that his actions in future matches don't lead to any more incidents where a manager has to be sent to the stands.

Or are the FA and Football League so scared of referees that their  errors are just swept under the carpet?
