The North East based match official allowed Leeds boss Kevin Blackwell into the dressing room at half-time during the game on March 18.
City complained to the Professional Game Match Officials (PGMO). They said that the actions of Oliver were 'naive and illconsidered' and he had inflamed the situation by allowing Mr Blackwell into the dressing room which is contrary to a PGMO agreement.
